Background
The Kalispell Pole & Timber (KPT) Facility, Reliance Refinery Company (Reliance) Facility, and the Yale Oil Corporation (Yale Oil) Facility are located in Kalispell, Montana, and are in relatively close proximity to each other. The KPT Facility is adjacent to the Reliance Facility and the Yale Oil Facility is to the southeast and downgradient of the other two facilities. These three facilities are close to the Stillwater River and nearby residential areas. Groundwater contamination from each of the facilities is commingled in the shallow aquifer. DEQ has identified data gaps and additional work needed at the facilities.
Site assessment activities, including a preliminary assessment, Phase I, II, and III site investigations, were conducted by the U.S. Environmental Protection Agency (EPA) and Montana Department of Health and Environmental Sciences (predecessor to DEQ) at the three facilities from 1985 to 1996. The investigations were conducted to characterize contamination in soil, sludge, and groundwater and to gather historical data for Comprehensive Environmental Response, Compensation and Liability Act (CERCLA – a.k.a. federal Superfund) purposes. A draft hazard ranking score (HRS) package was developed for the KPT and Reliance facilities. The draft HRS package indicated that the facilities were candidates for the federal National Priorities List (NPL).
Kalispell Pole & Timber Facility
The KPT Facility is an inactive wood treating facility that operated from at least 1973 to 1990. Onsite soils and shallow groundwater are contaminated with pentachlorophenol and associated dioxins/furans, polycyclic aromatic hydrocarbons, and diesel-range petroleum hydrocarbons. The facility is not fenced and a sawmill currently operates on a portion of the facility, so on-site workers are present.
Reliance Refinery Company Facility
The Reliance Facility is an inactive oil refinery that operated from 1924 to the 1960s. Soil is primarily contaminated with petroleum hydrocarbons and metals, notably lead. The shallow groundwater under the facility is also contaminated with petroleum hydrocarbons, pentachlorophenol, polynuclear aromatic hydrocarbons, and dioxin/furans. EPA Emergency Removal fenced the state-owned portion of the facility in 1988 in order to restrict access to sludge pits after reports of children playing in them.
Yale Oil Corporation Facility
The Yale Oil Facility is an inactive petroleum bulk plant and product refinery that operated from 1938 to 1978. Thermal desorption was conducted on the soils to remove petroleum hydrocarbon contamination. However, groundwater under the facility is contaminated with pentachlorophenol, dioxins/furans, and petroleum hydrocarbons. A commercial business currently exists on the facility.
In 2005, the Montana Legislature provided funding to conduct a remedial investigation and feasibility study (evaluation of remedial alternatives), including evaluation of risks to human health and the environment, on the three facilities in combination. Funding became available on July 1, 2005, and DEQ, with its contractor, prepared a Data Summary Report, which summarizes all existing data and identifies remaining data gaps that must be filled in order to evaluate risks and make final cleanup decisions.
